The Health Insurance Act of Estonia stipulates that health insurance is a system for covering health care expenses incurred to finance (among other things) the purchase of medicinal products for insured persons. Reimbursement of medicinal products or complete or partial compensation from state funds is one of the measures guaranteeing the accessibility of medicinal products.
The list of medicinal products that are either completely or partially compensated is adopted by the Minister of Social Affairs and reviewed regularly once in three months (1st of January, 1st of April, 1st of July and 1st of October).All concerned persons (also the manufacturers of medicinal products and doctors’ unions) may apply for changes in the list of reimbursed medicinal products. The request must be made to the Ministry of Social Affairs and the specific conditions for the procedure are stipulated in the regulation by the Minister of Social Affairs of 8 December 2004 No. 123.
The Estonian State Agency of Medicines takes part in the procedure by giving an opinion regarding the requested change in the list of reimbursed medicinal products.
